Market research, competitive analysis, and industry benchmarking provide external evidence that complements internal product data. What are competitors building? What do industry analysts predict? What do market size estimates suggest about opportunity areas?
External evidence is particularly valuable for strategic roadmap decisions: entering new markets, building new product lines, or repositioning against competitors. It is less useful for tactical feature prioritization, where internal user data is more directly relevant.
Category 4: Qualitative User Research
User interviews, usability tests, and customer feedback provide rich, contextual evidence that quantitative data cannot capture. A user telling you "I gave up on the onboarding because I could not figure out how to import my data" provides insight that no funnel metric alone can deliver.
The challenge with qualitative data is sample size and representativeness. One passionate user's request is not evidence for a roadmap item. Twenty users expressing the same pain point is. From Evidence to Roadmap: The Process
Step 1: Aggregate Evidence Into an Evidence Repository
Create a shared repository where all evidence is collected, tagged by theme, and accessible to the product team. This might be a Notion database, a spreadsheet, or a dedicated research tool. The format matters less than the discipline of collecting and organizing evidence consistently.

Step 4: Score and Prioritize
Apply your prioritization framework to the candidate initiatives. Use the evidence quality grade to inform the confidence dimension. Tier 1 evidence supports high confidence (0.8-1.0 in RICE). Tier 4 evidence supports low confidence (0.3-0.5) and flags the item for discovery rather than development.

Step 5: Structure the Roadmap
Organize prioritized initiatives into a roadmap using the Now/Next/Later format. Now items should have Tier 1 or Tier 2 evidence. Next items can have Tier 2 or Tier 3 evidence but should include a discovery plan to strengthen the evidence before they move to Now. Later items can have Tier 3 or Tier 4 evidence and include explicit discovery milestones.

Outcome achievement rate: What percentage of shipped roadmap items achieved their stated hypothesis? If you hypothesized that a feature would improve activation rate by 10% and it improved by 8%, that is a 80% outcome achievement. Track this across all shipped items to evaluate the quality of your evidence interpretation.
Discovery conversion rate: What percentage of discovery items graduate to development? A healthy rate is 30-50%. Below 20% suggests discovery is not generating actionable insights. Above 70% suggests discovery criteria are too loose.
